Bartender Uniform Design
- Part of the design process of CC clothes creation is designating which catalog categories (Everyday, Sleepwear, Formal, etc.) the clothes should show up in and whether the item is 'Valid for Random.' It's that last part that allows or disallows inactive sims to pick up those items randomly upon creation or aging up. To see or change the various settings a clothing item has, you would need to open the .package file in a package editor such as S3PE. If the file is in .sims3pack format, you would either need to extract the packages first or use a program like TSR Workshop on it.
Depends how far you want to go into managing such items and how much fun you get out of it.
As for re-dressing inactive sims and NPCs yourself, without mods I think you would have to use testingcheatsenabled and shift-click to bring them back into CAS (but someone should correct me if there is a better way). With mods, just about any sim except tourists from other worlds can be re-dressed in one click with NRaas MasterController's Stylist function.

All right, thanks for the help. I thought that I might be able to change them in CAS with that, but I wasn't sure and didn't want to load the whole game to test it.
And I guess the default option in there that I didn't see until you mentioned it was there is that the clothes are Valid for Random use, so I won't need to change anything there.Insaniac Family Blog: http://sims3insaniac.blogspot.ca/

My Twitch Channel: http://bit.ly/13Ccp3y (I pretty much never stream, but I might if I had some followers) - edited November 2014Townies showed up in a bad cc shirt that accidently was placed in my game so yeah, I'd say they wear it.
You can't change categories without mods. And if a townie is wearing a uniform the cheat won't work unfortunately.
If a townie is wearing daily clothes you can't change them into party clothes.
Ways (without mods) to change the clothes of townies:
- testingcheatsenabled true, click on them and go into CAS (again, not possible when they're wearing a uniform)
- invite them to a styling station (Ambitions) - this is why I like that career
- genies can enchant townies (Showtime); you can play the townie for four hours and do with them whatever you want3 - I can change the clothing of inactives myself using MasterController and taking them into dresser.0
